After Ukraine's extraordinary parliamentary elections on Sept. 30, it took no less than 2 1/2 months to form a government, and it was confirmed by the slightest of parliamentary margins. The new coalition government headed by Yulia Tymoshenko, however, has started ambitiously and auspiciously. The Ukrainian economy is in good shape with a growth rate of 7.3 percent last year. The stock market surged by no less than 120 percent last year, and it has barely fallen during the January turmoil. The new government's biggest achievement is to make Ukraine ready to join the World Trade Organization at a February 5 meeting of the WTO General Council. One month after the parliament ratifies the accession, Ukraine will become a full-fledged member of the WTO.

Yulia Tymoshenko, the iron-willed Ukrainian politician, inched closer to becoming Kiev's next prime minister after a majority coalition was officially formed yesterday in parliament between her bloc and allies of Viktor Yushchenko, the pro-western president. This marks an important victory for Ms Tymoshenko, who has struggled to muster support for a razor-thin co-alition backing her as premier. "We have to learn to trust each other, as we will have to work together for many years," Ms Tymoshenko said yesterday.

In the latest bickering among the pro-Western Orange forces, most blame belongs with the elected deputies of the Our Ukraine-People’s Self-Defense bloc. Despite his alleged commitment to the Democratic Forces Coalition, President Viktor Yushchenko either wants to keep his options open, or he is utterly indecisive. The president needs to firmly decide whether he truly wants a coalition with Tymoshenko, and move decisively in that direction, keeping tight discipline over his party operatives. Stop the political porn once and for all, because most Ukrainians have already tuned out.

“Yulia Tymoshenko is at the head of it (rating) absolutely expectedly already for the second time and confident victory on prescheduled elections and fact of their conducting only added her points», - writes edition. "Focus" offered to the experts a list from 130 candidates that make state decisions, manage big business, head organizations, conduct active social activity or form a public idea. Experts placed places from 1 to 100. At the count of results the sum of points from 100 to 1 corresponded every place, so than higher place, the more points got candidate. Experts, as well as last year, could add the unlimited amount of candidates, also giving them places from 1 to 100.

A new government led by Yulia Tymoshenko—Ukraine`s former prime minister and current opposition leader—would differ significantly from that of the Yanukovych government. In particular, while the Yanukovych government drastically has slowed reforms, including those necessary for WTO membership, Tymoshenko has vowed to implement rapid Western-style reforms. It is not a surprise that the greatest progress toward WTO membership since 2004 came during the nine months of Tymoshenko’s premiership.

Of all the different planks of Yulia Tymoshenko’s campaign platform, the issue of military reform, most notably getting rid of the draft, is the one that is most likely to have the biggest effect on Ukrainians’ lives. Simply put, if she is successful in ending the forced conscription of young men into the Ukrainian army, Yulia will have liberated 50,000 men a year from a one-year term, sentenced for the simple crime of being Ukrainian.

"Yulia Tymoshenko occupies the first place in rating by right. It is difficult to find more known native of Dnepropetrovsk in Ukraine today. Activity of Yulia Volodymirivna causes different reaction: from hard criticism to fascination. But both supporters and opponents agree in that lady Y is bright and not ordinary personality. Although Tymoshenko does not name herself "dnipropetrovs’ka” (the person from Dnipropetrovs’k) in politics but she does not lose connection with native town.

The 2007 elections showed that Ukraine has two political machines: BYuT and the Party of Regions. Yushchenko can only win a second term in 2009 in an alliance with one of these machines. The 2007 elections will be seen as a democratic watershed for Ukraine, returning to power an orange coalition and a Tymoshenko government. Democratic backsliding is unlikely, but the question remains will Ukraine now walk or run with reform.

The Russian government uses gas as a tool to influence both Ukrainian domestic politics, and Ukraine’s international policy. The recent crisis involving “Ukraine’s $1.3 billion debt to Gazprom” is a good example of this. Although the Russian side knew for months already that the debt was accumulating and would reach a critical point in late September, the issue was not “made” into a crisis until it was politically expedient to do so. The population has delivered a clear “no” to two parties, that, whether we like it or not, has been involved in non-transparent dealings in Ukraine, including in energy relations. In particular, the success of the Yulia Timoshenko bloc represents a clear popular “no” to that way of doing business.

More than a year after the collapse of the first Orange coalition, last week’s parliamentary elections have given the Orange forces a narrow parliamentary majority. The strong principles of Tymoshenko saw her popularity grow and her vote increase to over 30 percent of the popular vote. We would hope that President Yushchenko and Our Ukraine have learned from the errors of the past few years and aim to take advantage of this new mandate – and do so quickly.
