Statement verbatim for mass media:
“… The first priority. Ukraine has become a WTO member and Russia will become a WTO member in the nearest future. Ukraine will help Russia in this process as much as possible. And now it is necessary to develop relations in trade-economic cooperation taking into consideration the WTO norms and rules.
The second priority concerns the fact that after regulating tactical gas problems we should turn to the establishment of strategic cooperation. And this second priority – signing strategic long-term agreements on natural gas supplies to Ukraine and transit of the Russian natural gas through the territory of Ukraine to the European countries. It would be better to sign this agreement for 10 and more years in order to see how much prospective and progressive our move toward each other is.
The third priority concerns cooperation in nuclear power and nuclear goods. Here priorities are divided into two parts: our cooperation on extending a resource of active nuclear power plants and the construction of new NPPs.
And the next priority in this sphere – is unconditional and full cooperation in the system of nuclear fuel production. This refers both to the common development of uranium and zirconium fields and Ukraine’s participation in the activity of the International uranium enrichment center. I believe that if we succeed to realize these two priorities in the system of nuclear power Ukraine will be stably provided with nuclear fuel.
The fifth priority – the protocol which we have signed concerns just this priority – producer's cooperative.
The sixth, what I want to say and which we have fixed as a priority – implementation of common projects in aircraft construction. But not just implementation of common projects but the matter concerns integration of the Russian Joint Stock Company “United Aircraft Corporation” and Ukrainian aircraft construction enterprises. In other words, we say that we have all grounds to hold negotiations on uniting intellectual property, producer's cooperative. We can jointly develop markets of those aircrafts which needs the world but not only our two countries.
The priority number seven - space industry cooperation of Ukraine and Russia. And the matter regards the creation of a united navigation space of Ukraine and the Russian Federation on the basis of the GLONASS system. As matter of fact, the matter also concerns other global navigation satellite systems. This priority is set out in the Protocol which is the basis for our cooperation.
The priority number eight – means the provision of common projects in the system of building logistic centers, including the countries bordering on the Russian Federation and Ukraine. Including, here the matter concerns Poland, Hungary and the Slovak Republic.
Moreover, Viktor Alekseyevich separately said about it and this became our ninth priority – our joint partner, on an equal footing, activity on guaranteeing security of navigation, protection of marine environment as well transport communication in the Kerch Strait and Azov-Black Sea basin. One of such objects – is the construction of a transport passage. This is what we have agreed on and what we should start developing within the next few days.
And the last tenth priority I would like to mention – the establishment on the basis of joint documents (such program is to be drafted till 1 August) of cooperation in the sphere of nanotechnologies.
This is what we have spoken about. And certainly, discussed our cooperation in the sphere of agroindustrial complex, determined some items for collaboration.
I think that 10 priorities – is a very concrete approach. It is necessary not only to discuss our cooperation at sessions of the committees and commissions but to realize it and give an economic result for our two countries.
We have held very constructive negotiations, to my mind. They were perfectly prepared by two teams.
I would like now to express also gratitude to Viktor Alekseyevich for such work and our two teams – of Russia and Ukraine which have succeeded to organize this work in a short space of time. And the most important – I am sure that our two teams can introduce these priorities into life, what is more important.
Thank you and good luck! So as we could be ready next time to report on concrete activities and concrete results”.
