Yulia Tymoshenko presents unique Internet projects

Yulia Tymoshenko announced the launch date of two unique Internet projects, 'the Ideal Country' and 'Electronic democracy', during the party convention. Both projects are not some pre-elections venture, their only purpose is "to bring intellectual capabilities of people and state together".

"I want to ask: does the state consider any number of ideas by the people of intelligence, when constructing its programs? As the former Prime Minister of Ukraine, I can answer this question: no way! Such ideas or suggestions are never taken into account. Why? Because there are no effective methods of using the peoples’ intelligence in creating the Ukraine’s development strategy," said Yulia Tymoshenko, lining out the essential need for such projects to appear.

"Today we developed special on-line technologies allowing 'the ideal country' as we all understand it to be built using the people’s ideas. It means we will get the well-articulated, high-quality strategy of the country’s development, once these projects are started and all the information needed to use them is given to the people," she declared.

According to Tymoshenko, the first of these two on-line projects, 'the Ideal Country', will start running in a month.

"It is the powerful portal where people can freely communicate with each other. Participants have all the means to make a suggestion, to vote, to analyze and discuss," she said. "In 3 or 4 weeks this program uniting the state and the people will start functioning to make the Ukraine’s development strategy available for joint improvement. And I know we will bring this information to everybody".

Besides, another idea of Yulia Tymoshenko, 'Electronic Democracy' project is devised to allow every citizen to take part in law-creating activity at state level.

"Let us honestly answer the following question: does any enterprise, academic establishment or thinking person, have an ability to make a comment or suggestion to the existing laws or to the project of a new law, which will be taken into account by the Parliament? No. Such model is non-existent today. Our Deputies are separated from the society. Do we have any new bills analyzed by the society today? No, not ever. Therefore, our political force will establish a reliable, permanent connection with the society. It will get an instrument to create bills, to correct and to improve them, using innovative technology to make sure not a single remark on the latest bill would not be lost," she noted, presenting this new project.

"Today we are ready to present our 'Electronic Democracy' project to the people of Ukraine. Based on the Internet technology, it will give opportunity to make a suggestion for everyone who sees the illogical points in Ukrainian laws. Our Parliament faction will take it into account during the preparation of documents for hearings. This way every amendment made will be analyzed publicly and openly," – says Tymoshenko.

"This way our faction will guarantee the people’s right to take part in legislative process on the end level of the law-creation," – she said.

Yulia Tymoshenko made clear that these projects will not stop functioning after the elections in March, 2006.

"I would not want to create an impression that we do anything barely in order to win the elections. We will not stop to improve our understanding of the Ukraine’s future, not for a minute, even if we would have to work in opposition for some time," she promised.

During the press conference after the party convention Tymoshenko made it clear once again: "Bringing in a vast community of highly intelligent people to participate in the development of Ukraine’s strategies and laws is not synonymous with chaos – because it will bring an order which only cyberspace can provide! This will be effective, and everyone with some suggestion to the country’s development will be given the opportunity to voice it. Other participants will vote on them, electronically. Same goes for the citizens’ suggestions and amendments to the existing or the completely new laws… We will create the electronic model of Parliament, where everyone would be able to participate in the real-life legislation processes. We will analyze the people’s suggestions and bring them forth in Parliament".
