
The financial-economic recession is deepening in the world and in Ukraine. We should acknowledge this fact. And forecasts of all world financial organizations concerning duration of this crisis and its impact on every country deteriorate.
We urgently need an efficient parliament to make Ukraine be strong while brining it out of the crisis. Promptly and urgently. With Chairman of the Verkhovna Rada, without which not a law and a resolution of the Verkhovna Rada can be passed, including those antirecessionary which lie dormant in the parliament. We need coalition in the parliament to pass laws and assume responsibility.
I think that today suppressing the financial-economic crisis in the country which has resulted from the world processes, without the Verkhovna Rada – as if extinguishing a fire without water, it looks like this. All countries of the world combined efforts – political elites, economic elites, financial – and, unfortunately, we see that financial crisis, which has already entered Ukraine, is used to fight with political opponents as well.
And that’s why, I want to make an open address to the President of Ukraine.
The President of Ukraine was also elected by the people to fulfill power as two democratic factions in the parliament. When we had elections, the President and I promised their electors, the people who credit us that democratic coalition in the parliament will be like clock-work and will serve the people.
But, unfortunately, as an outcome of the political intrigues the faction (part of the President’s faction) left the democratic coalition, having practically destroyed it and failed to return to the democratic coalition after our team – the faction which represents our political force – has implemented all categorical demands of the President’s team.
After that the President’s deputies voted for dismissal of the Verkhovna Rada Speaker. The Verkhovna Rada was practically paralyzed by the President’s efforts. I want that all high-ranking officials of Ukraine finally understand that now the coalition collapse and the Verkhovna Rada is not an attack on Tymoshenko, this is an attack on Ukraine because Ukraine at such hard moment has no efficient team in the power. The BYT will lack its 156 votes to pass laws (226 votes of deputies are needed).
And that is the reason I address the President of Ukraine now with the last proposal to revive the democratic coalition, taking into consideration the responsibility of the President, Prime Minister and deputies of the democratic coalition to their voters.
I want to remind the President that we serve the people but not political ambitions.
And I state that our political force issues no ultimatums and conditions for returning to the coalition of democratic forces, we have not stepped out on it. And I demand from the President the same actions.
If by the end of this week the democratic coalition is not revived and quite grave scenario of the financial-economic crisis is evolved in the world and in Ukraine, we’ll be looking for another variants and different opportunities. Because we have no right to deprive the country at such hard moment of an efficient parliament. And we have no right to leave the country without antirecessionary laws.
Besides, I also openly address to Volodymyr Lytvyn inviting him to the democratic coalition and telling that we are ready to accept all conditions of the Lytvyn Bloc to enter in intensive format of the democratic coalition.
I also appeal to delegates of the Our Ukraine-Peoples’ Self-Defense congress, which is scheduled for Saturday, and I ask you at this congress despite any political intrigues to take decisions on revival of the democratic coalition inviting the Lytvyn Bloc. I ask to take a decision on urgent revival of the democratic coalition and to support Volodymyr Lytvyn for the post of the Parliament’s Speaker if necessary and sign all necessary coalition agreements.
I propose it openly and want to stress once again that our political team issues no conditions and ultimatums. We are ready to accept the proposals on strengthening the ministers’ team, we are ready to acknowledge the proposals on strengthening leadership in other government authorities. But one thing can’t be allowed – we can’t make a doubtful political rating out of Ukraine’s mischief.
At the same time I want to clearly note that Government of Ukraine was and remains today a stable core of adhering to all necessary actions the country requires at such difficult period of the deep financial-economic recession. And I want to emphasize that we are doing our work every day and every day we have results. If we succeed to strengthen the parliament’s work, revive the democratic coalition and stop carping on the part of the Presidential Secretariat and replace it by normal, responsible work of the President then, I believe we’ll succeed in passing this very hard period for the country with dignity.
So, by the end of the week I expect responses both from Viktor Yuschenko and Volodymyr Lytvyn and his team. I am also looking forward to respective decisions of the Our Ukraine – Peoples’ Self-Defense Congress.
I also want to address this appeal to all deputies of the democratic coalition, including the Lytvyn Bloc deputies. I think the decision on such coalition should be taken unanimously.
Then, if we fail to have such decisions by the end of the week, I exercise my right to carry on negotiations with all factions to give an answer to Ukraine concerning the stable power at such difficult period.
