We’ve celebrated the New Year and Christmas holidays. Now it’s time to get back to work.
I would like you to start getting used to politicians fulfilling their promises made during the elections.
We promised to return the devalued savings of the former USSR Savings Bank (Oshchadbank). And we are keeping our promise. Registration of depositors in the State Savings Bank of Ukraine started on January 8. To register you need to simply present your savings book, passport and a copy of your identification number. The administrator at the bank department will help you fill out the necessary documents. Your money will be transferred to your account within three days of registration!
If your savings don’t exceed one thousand hryvnia, you will obtain the full sum.
If your savings exceed one thousand hryvnia, you will receive the first payment in the amount of one thousand hryvnia.
You decide what best to do with this money - either obtain cash, or deposit it into an account at Oshchadbank at 13.5% annual interest.
I ask you, especially the elderly, not to worry, not to stand in long lines - there is no time limit for registration of deposits and repayment of savings. May God give you health, and you are all guaranteed to receive what is foreseen in the budget.
Our task is to organize the repayments so as not to provoke the acceleration of inflation, so that the money that is returned to people doesn’t depreciate on the way to the store. A responsible government should support the repayment of savings through a series of anti-inflationary measures.
This is why we will propose the following: in addition to the one thousand hryvnia that you will receive in hard cash, you can choose to use the remainder of your deposits to pay off debts for housing and communal services, for your child’s education, or for purchasing goods for long-term use, such as televisions, refrigerators, and other household appliances. Within a month the government will pass the necessary resolutions that will allow you to pay for such goods and services with your savings account. We simply need time to work out the necessary effective and faultless mechanisms.

Mistaken are those who considered our intentions of returning the devalued savings to be empty campaign promises. Our team is not full of hot air! This year we will pay out 30% more money than our predecessors paid out in 2007 and five times more than was returned to depositors over the previous 17 years of independence. And this is only the beginning.
Our work on returning devalued savings evokes criticism, and at times even hysterical reactions from our political opponents. I don’t want to waste time on polemics.
We’re returning you money. Period.
It so happened that the real work on the compensation of savings started in the luminous days of Christmas. I would like to take this opportunity to once again welcome you with the New Year and Christmas holidays and ask God’s blessing for a good cause.
