Prime Minister Yulia Tymoshenko instructed leaders of the Emergency Ministry and the Fuel and Energy Ministry to take measures on mitigation of hurricane consequences that occurred today's night, as a result of which inhabited localities in six Ukrainian regions suffered. The Head of the Government also instructed the Agrarian Policy Minister to clear out what losses have been inflicted to agrarian enterprises of those regions and to render the necessary assistance to them.

Naftohaz of Ukraine plans by the end of the year to purchase up to 15 billion cubic meter of Central Asian gas at price of $179.5/cu m to pump into underground depositories. Prime Minister Yulia Tymoshenko stated this during today’s Cabinet session, commenting on the results of yesterday’s meeting with the head of Gazprom Alexei Miller. According to her, as of today, Naftohaz of Ukraine has already purchased 8 billion cu m of gas at this year’s price. In addition, she informed that she reached an agreement with Miller that Naftohaz of Ukraine will be pumping gas into underground depositories directly – previously this was done by RosUkrEnergo and UkrHazEnerho.

“We found approaches to price setting for natural gas for next year. I can say that we found a compromise on the concept for forming prices,” she said. She also said that the final price for gas will be set after Gazprom completes talks with Turkmenistan, Uzbekistan and Kazakhstan. “I can say that, as was agreed during my visit to Moscow, the prices of gas for Ukraine will be raised to the market price gradually over several years. There will be no stress or shocks,” she noted.

Yulia Tymoshenko noted that the government is constantly utilizing measures aimed at adhering to the schedule of payments for Russian gas and preventing the accumulation of new debts. Tymoshenko thanked the management of Gazprom and Naftohaz of Ukraine for their work in filling gas depositories, thanks to which Ukraine now has 8 billion cubic meters of gas stored. The Prime Minister believes that a long-term agreement on gas supply should be signed between Ukraine and Russia. “We are extremely interested in sensing that we are reliable partners for one another,” underscored Tymoshenko. Meanwhile, Miller stressed that Gazprom is open to cooperation with Naftohaz of Ukraine on all issues.

In addition, the Premier plans to send a similar appeal to the leaders of all parliamentary factions. The 26 draft laws include: a draft law on joint-stock companies, protection from unfair competition, transparency and regulation of the banking system. “Today we have 26 important draft laws which were developed together, which were submitted to parliament, and which have passed the first reading, gained approval in committee or are just registered. But if these 26 draft laws are passed and signed by the President, this gives us a chance to significantly improve the investment climate in Ukraine,” added the Premier.

During her visit to Dnipropetrovsk, the Prime Minister visited branch #58 of the State Savings Bank of Ukraine to get acquainted with the organization and state of the repayment of money to those who had savings in the Savings Bank of the USSR (Oshchadbank). As reported by UNIAN, among those people who, knowing about her visit, came to the branch, was Yulia Tymoshenko’s classmate Tetyana Lytvynchuk (Serheyeva). The Prime Minister recognized her school friend, they hugged and exchanged phone numbers. Tetyana Lytvynchuk invited Yulia Tymoshenko to their 30 year anniversary.

I analyze stage-by-stage implementation of "Marshall plan" from Akhmetov and become convinced that it was written, probably, by domestic specialists (“marshalls” or generals from SCM-group), because it will never occur to any average manafort to put a first issue of such plan a task to steal "Dniproenergo" at a state”. Rinat, if you are so excited with domestic energy and all that with is linked with it, why not to privatize Chornobyl NPP for example? By the way, it is possible to build a summer residence for a Prime Minister. A residence of Victor Yanukovych “Ukryttya” ("Shelter"). Or “Sarkofag” ("Sarcophagus"). It sounds not bad? Besides, the land is wonderful there, there are no neighbours, crucians are in the size of a whale shark and strawberry in the size of a water-melon.

All the countries of the former Soviet Union are independent today. They have the right to formulate and to realize their own national interests. I believe it's the wrong tactic if Russia tries, with the help of various instruments, to restrict the freedom of these states. The European countries, especially those of the old Europe, don't want to see Ukraine in the EU soon. At the same time, two-thirds of our country is not prepared to see themselves as part of the authoritarian entities that currently surround Russia. That's why, in the short or mid-term, Ukraine will put things in order and introduce European standards at home, and only then discuss all the possible processes of integration.

Modern Ukrainian policymakers would rather write a Constitution or state’s sovereignty declaration than a personal income declaration. Nevertheless, this gift for Constitution-making is false. It’s just like in the proverb: to plant a tree, to build a house … to write a Constitution… If you poked a finger into anyone in Ukrainian political circles it would certainly be another Main Law’s author. But the Constitution is not a deputy’s inquiry and not a coloring-book for bored state builders. The Constitution, the Main Law, is a state’s fundamental document that has supreme legitimacy and is supported by the whole nation.

Ukrainian former Prime Minister Yulia Tymoshenko has slamed President Viktor Yuschenko's suggestion of storing spent nuclear fuel from abroad at the Chornobyl Nuclear Power Plant. "I very much dislike the idea of creating a mortuary of European spent fuel at the Chornobyl NPP," she said at a press conference in Kharkiv on Monday. "I don't want Ukraine to become an ecological dustbin," she said.
